Public-private partnerships for the promotion and construction of housing under a public protection system may be a suitable formula to address the challenges arising from the chronic shortage of housing to meet existing demand, especially as regards the more vulnerable social groups. The need to increase housing supply, in particular through an affordable rental system, has led public authorities to implement various strategies, such as the use of empty housing, transfer programmes for multi-property owners, and exercising first refusal and pre-emptive rights. However, despite the success of these initiatives, the main measure should be the promotion of (new or refurbished) housing to guarantee a fast and sustained increase in protected housing stock. The authorities cannot do this alone. This form of partnership, which comes under collaborative governance, is a win-win situation through which the stakeholders join forces for the common good with the ultimate aim of serving the general interest. These partnerships take many forms, the most important (setting up an institutionalised structure, establishing a surface right or a public concession right, public procurement, etc.) being examined in this study.
