Die Förderung der Beteiligung Jugendlicher gehört zu den wichtigsten Zielen der Jugendpolitik auf europäischer Ebene. In diesem Beitrag zeigen die Autoren an Entwicklungslinien in der Jugendarbeit in Spanien und Deutschland wie sich dieses Politikziel widerspiegelt. Im Vergleich der Entwicklungen werden sowohl Unterschiede in der Absicherung und dem Stellenwert von Jugendarbeit deutlich als auch Hindernisse bei der Förderung von Beteiligung erkennbar, die in Spanien und Deutschland zum Tragen kommen. |

The Promotion of participation of young people is one of the main issues in the European Youth Policy. Important cornerstones are mentioned for the development of youth work in Spain and Germany. The comparison of the different developments shows that the importance of youth work differs between both countries. But also some obstacles and side effects of the applied strategies to promote participation are stressed in this paper. |
