The global governance complex that addresses issues of cybersecurity is one of the newest in existence. It is also representative of how contemporary global governance functions today – through hybrid constellations of highly diverse institutions. With cybersecurity risks and incidents continuing to rise on the international agenda, it is critical to understand the global governance institutions that have been constructed to address them. This chapter draws on secondary literature and primary empirical data to provide a deep and systematic look at global cybersecurity governance. It commences by discussing the specificities of cybersecurity as a governance problem before delving into the development of the complex over time, and the role of specific actors and preferences within it. A meso-level analysis of the global governance complex furthermore delivers insights on the overarching characteristics of the complex, the institutions that populate it, and their heterogeneity. |
