Social housing and local economic segregation: evidence from local tenure change in the Netherlands

Abstract: This paper examines how changes in local social-housing tenure composition affect neighbourhood income exposure in the Netherlands under the post-2010 income-targeted allocation regime. Using administrative panel data for 2009 2023 aggregated to 100m grid cells, we instrument the local social-housing tenure share with baseline ownership interacted with leave-one-municipality-out national changes in owner-occupation. A 10-percentage-point increase in the social-housing share reduces exposure to households between the 5th and 10th percentiles of the national income distribution by approximately 0. 87 percentage points, while the estimate for households in the bottom 5% is small and imprecise. A tenure decomposition shows that the Q5–Q10 effect operates primarily through social renters and, to a lesser extent, private renters, with little evidence of a corresponding effect among owner-occupiers. The central result is robust across alternative samples, exposure measures, trend specifications, inference procedures, and major-municipality exclusions. The findings show that changes in social-housing tenure composition can reshape local income exposure through broader rental-sector reallocation, with heterogeneous effects even within the bottom decile.
