El Impuesto por la Prestación de Servicio de Hospedaje (IPSH) es un tributo indirecto al servicio de alojamiento que el Estado recauda, administra y ejerce, retornándolo a través de la promoción y publicidad turística incidiendo en el desarrollo turístico local. [...] The study uses Social Network Analysis with the theoric category of public policy networks, where the Tax for the Provision of Hosting Service is addressed, which is an indirect tribute to the accommodation service that the State collects, administers and exercises, returning it through the promotion and tourist advertisingb impacting local tourism development; public and private organizations are involved in this process, so the objective in this work is through the analysis of the collaboration network in administrative process, visualize the dynamics of governance and identify how it is that through structural qualities, interconnection and flow of resources it can influence the renewal of administrative processes by heterogeneous actors that tend to improve performance in organizations, generating a network model. La imagen de Peña Nieto en Facebook

El objetivo de este artículo es analizar la imagen que durante el proceso para la elección de presidente de la república mexicana (2012) proyectó el político Enrique Peña Nieto en la red social Facebook. [...] The purpose of this article is to analyze the image that during the Mexican presidential electoral process (2012) was projected by the politician Enrique Peña Nieto in the social network Facebook. We take the theoretical concept of ethos, which comes from the Aristotelian rhetoric, nevertheless, we chose the notion from the perspective of the french linguist Dominique Maingeneau, who recovers part of the notion of the Hellenic tradition to analyze audio-visual media, of equal way, we consider important to be support on some of the expositions about the imagen proposed be Eliseo Verón.

Se analizan los patrones de colaboración del sistema de investigación agropecuario en Colombia que surgen de la conformación de colegios invisibles. El análisis se hace en tres niveles: macro, referido a los patrones generales que organizan la colaboración en colegios invisibles, meso, que describe la capacidad de enlace de las distintas organizaciones en el sistema y micro, la conformación de colegios invisibles que permiten observar la diversidad temática. [...] The collaboration patterns of the agricultural research system in Colombia that arise from the formation of invisible colleges are analyzed. The analysis is done in three levels: macro, referring to the general patterns that organize the collaboration, meso, which describes the capacity of link of the different organizations in the system, and micro, the formation of invisible colleges that allow observing the thematic diversity. Situaciones de acción y juegos cooperativos : un análisis teórico de la doble dimensión de la acción colectiva para la gobernanza comunitaria de recursos de uso común

El artículo tiene un carácter teórico y su objetivo es analizar la acción colectiva comunitaria en torno a recursos naturales de uso común (RNUC) desde un punto de vista diferente. Desde los conceptos de situación de acción y situaciones de acción adyacentes, concebimos la acción colectiva no solo como el factor que permite evitar la tragedia de los comunes, sino también como un medio estratégico que utilizan comunidades para demostrar eficacia en el uso sustentable de sus RNUC y así disponer de aportes entregados por el Estado a través de instrumentos de política pública. [...] L'article té un caràcter teòric i el seu objectiu és analitzar l'acció col·lectiva comunitària entorn de recursos d'ús comú (RUC) des d'un punt de vista diferent. A partir de l'enfocament de cogobernança entre Estat i comunitats i del concepte de situacions d'acció adjacents, analitzem l'acció col·lectiva no només per la seva importància per evitar la tragèdia dels comuns, sinó també com un mitjà estratègic de les comunitats per demostrar eficàcia en la seva governança i així disposar d'aportacions condicionals lliurades per l'Estat a través d'instruments de política pública. [...] The objective of this theoretical article is to analyze community collective action around natural common-pool resources (NCPR) from a different point of view. In line with the concepts of action situation and adjacent action situations, we conceive collective action not only as the factor that avoids the tragedy of the commons, but also as a strategic means that communities use to demonstrate effectiveness in the sustainable use of their NCPR and hence have contributions delivered by the state through public policy instruments.
