In the present paper is a summary of the background and developments of the National Security Doctrine and its application in public policy in Latin America, and specifically in Mexico. Held an exhibition of historical background, in Mexico, the implementation of the National Security Doctrine and its social, political and legal framework to force the issue of national security and intelligence agencies of the State , which is provided an analysis and contrasts with the theoretical model of the "State Constitutional law" and neoconstitutionalism paradigm, on the theory of fundamental rights as regards the subject of their restriction or limitation for reasons of national security , offering some proposals to strengthen the democratic model of the Mexican State in the topic of National Security.
