Comentario sobre la nueva Ordenanza municipal de protección, tenencia y bienestar animal de Sabadell

Abstract:	La nueva Ordenanza municipal de protección, tenencia y bienestar animal de Sabadell entró en vigor el 25/11/2017, y supuso un notable avance en la mejora de la normativa proteccionista de animales de la ciudad. La anterior Ordenanza municipal sobre la tenencia de animales, del año 2000, apenas tenía treinta artículos que dedicaba simplemente a prohibir genéricamente el maltrato, las peleas y el abandono de animales. Como muestra de lo obsoleta que se encontraba la Ordenanza, cabe destacar que la sanción máxima por maltrato era de solamente 900 euros, mientras que con la nueva Ordenanza las sanciones pueden alcanzar hasta los 20. 000 euros. En este escrito se analizarán los aspectos más relevantes de la nueva Ordenanza, así como aquellas cuestiones que no se hayan regulado y que consideramos necesario abordar.
Abstract:	The new bylaw on Protection, Ownership and Animal Welfare of the city of Sabadell entered into force on 25/11/2017, and marked a notable advance in the improvement of the protectionist regulation for animals of that city (the 5th most important in Catalonia). The previous bylaw on Animal Ownership, from the year 2000, had barely thirty articles that were devoted simply to general prohibition of abuse, illegal fights and the abandonment of animals. As an example of how obsolete this previous bylaw had become, it is worth highlighting that the maximum penalty for abuse was only 900 Euros, while with the new bylaw the penalties can reach up to 20,000 Euros, as part of its adaptation to Legislative Decree 2/2008, passing the revised text of the Catalonian Law of Animal Protection. This piece will analyse the most relevant aspects of the new bylaw, as well as those issues that have not been regulated upon and that we consider necessary to reflect upon.
