Hacia un sistema eficiente para la conservación de los bosques nativos : un análisis para los servicios ecosistémicos del Chaco Argentino

Resumen:	El Gran Chaco es una de las regiones con mayor biodiversidad del mundo y uno de los ecosistemas más grandes de América Latina, el segundo después de Amazonas. Argentina posee la porción más grande de esta región (58%) y las estadísticas indican que dentro del país ha sido la más degradada por las acciones de deforestación durante los últimos diez años. Asimismo, esta región es una de las que posee mayor potencial para el desarrollo agropecuario del país y por lo tanto las cuestiones de sustentabilidad se presentan como un desafío. Ante esta realidad surge la necesidad de realizar una evaluación profunda de los mecanismos existentes a fin de poder identificar sus oportunidades y definir aquellas herramientas que permitan una mayor eficiencia en términos de manejo sustentable de los servicios ecosistémicos de los bosques nativos del Chaco Argentino. Para ello, en este trabajo se presentará una definición y análisis de las principales teorías económicas que abordan la internalización de los beneficios generados por los servicios ecosistémicos, así como un diagnóstico de la situación chaqueña argentina actual, a fin de desarrollar una propuesta para la generación de un sistema de pagos por servicios ecosistémicos eficiente que garantice la sustentabilidad en la región.
Resumen:	The Gran Chaco is one of the regions with greatest biodiversity in the world and one of the largest Latin American ecosystems, second only to the Amazon. Argentina has the largest portion of this region (58%) and statistics indicate that within the country it has been the ecosystem most degraded by deforestation over the las ten years. Furthermore, this region is among those with the greatest potential for agricultural development in the country and therefore sustainability issues are presented as a main challenge. In this context it is necessary to carry out an in-depth evaluation of existing mechanisms in order to identify opportunities and define those tools that enable greater efficiency in terms of sustainable management of ecosystem services for conserving the native forests in the Argentine Chaco. For achieving this objective, in this work a definition and analysis of the main economic theories that address the internalization of the benefits generated by ecosystem services are presented, as well as a diagnosis of the current situation of the Argentine Chaco, in order to develop a proposal for generating an efficient system of payments for ecosystem services that ensures sustainability in the region.
