Vouchers or 'student centred funding' : the 1996-1998 Australian review of higher education financing and policy

Abstract: Vouchers, or publicly supported tuition entitlements, are often considered amongst a range of different options in national higher education funding reform efforts, but are seldom adopted. This paper reports on an Australian Government committee of enquiry into higher education funding and policy which, in April 1998, recommended adoption of a voucher or 'student centred funding' scheme. While both the Coalition Liberal Party-National Party Government and the Opposition Labor Party have rejected vouchers, at least in the short term, and many other stakeholders oppose vouchers, pressures are likely to continue for modification of the current funding system, especially in view of reductions in government operating grants and rapid increases in staff salaries.
