| Abstract: |
This article addresses the territorial issue as one of the most challenging aspects of contemporary Spanish politics. It examines the non-legislative activity of the Catalan Parliament from 1980 to 2010 and subsequently from 2010 to the present, focusing on its evolution in the context of the Catalan crisis. Particular attention is given to the role of the Tribunal Constitucional, including its rulings on the derecho a decidir and the pivotal 2015 decision (n. 259) concerning the reform of the Organic Law on the Tribunal. The article concludes by reflecting on the broader implications of these developments for the territorial question and the Spanish constitutional framework. |
