In this chapter we look at political explanations of family policy reform. By analysing recent policy changes in Germany, Spain and Sweden, we review traditional partisan theories in their capacity to explain processes of significant policy shift. In Germany and Spain centre-right parties have supported a reorientation of family policy from their familistic tradition towards the promotion of a dual-earner family model. Meanwhile, Swedish leftwing governments have not challenged the marketization reforms implemented by previous executives. These trends are not easy to explain with the classic parties matter thesis, which assumes a more linear approach of right and left parties. Namely, right-wing parties supporting a male-breadwinner model and left-wing endorsing generous social policy and a public provision of services. Following the 'New Politics' literature, we explore demand and supply side factors that can potentially offer a more comprehensive explanation of recent policy reforms in the realm of family policy. These include changes in preferences, employment, households and institutions. |
