Measuring Poverty Across Contexts : A Comparative Policy Lens

Abstract: This chapter examines the conceptual, methodological, and empirical challenges of measuring poverty as a fundamental pillar of social policymaking. By comparing Europe and Latin America, the author analyzes both income-based (unidimensional) poverty and the composite indicator of multidimensional poverty. The theoretical framework is built upon Amartya Sen's capabilities approach and human rights-based theory, emphasizing that well-being extends beyond mere financial resources to include essential goods and services such as health and education. The analysis highlights a critical shift in global trends; while extreme poverty saw a rapid decline between 1990 and 2019, this progress was severely reversed following the COVID-19 pandemic. These setbacks have compromised the United Nations' 2030 Agenda for Sustainable Development goals. Furthermore, the chapter discusses the technical difficulties of data comparability between regions, noting that different variables and indicators of deprivation-such as living standards, education, and health-complicate international benchmarking. Ultimately, the text argues that constant innovation in measurement instruments is essential for the effective reform of social policies in the face of modern economic and political challenges.
