Objectives
The purpose of the ORACLE project is to promote a structure responsible for analysing, contrasting and proposing actions directed at improving university quality and equity: the Regional Observatory that will be created by linking each of the Quality and Equity Units formed in the different universities.

Creating the appropriate organizational conditions in order to incorporate an Institutional Equity Observatory into the structure of each associated institution.

Providing the institutional observatory with organizational functionality (mission and vision, resources and relational dynamics).

Linking each institutional observatory with the Regional Observatory (ORACLE).

Diagnosing the different groups’ situation in relation to their functions in the context of higher education.

Creating models that will enable university quality to be assessed by linking it to equity in the access, development and success of all the strata involved.

Identifying the degree of equity with which tertiary education institutions design their policies and actions in their different roles.

Contributing to the organizational development and modernization of the region’s universities.

Applying and validating the institutional modernization and development model.

Institutionalizing and disseminating the profits and results.
