Resum: | The growth in quality assurance worldwide raises questions about what higher education should want from its quality programmes. The paper constructs a typology of quality assurance systems (drawing a distinction between the source of the judgement and the purpose of the process) and evaluates the alternatives. It argues that Total Quality strategies are the best suited to the higher education purpose but demonstrates that there are deep, often conflicting, cultural processes that can frustrate its introduction. |
