State of the art of the legislation on media accessibility and its implementation in Mainland China, Taiwan and Hong Kong

Abstract: The Convention on the Rights of Persons with Disabilities (CRPD) is an international instrument to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities. State Parties must take appropriate measures to ensure to persons with disabilities access to information and communications, including new information and communication technologies and systems, such as the Internet. After this Convention was approved in 2007, Mainland China, Taiwan and Hong Kong started exploring the development of new laws to enhance the situation of citizens with disabilities. Since research on media accessibility in China, Taiwan and Hong Kong is relatively backwards compared to Western countries, we have started by reviewing their legislative framework in order to better understand its current situation. Therefore, in this presentation, we are going to review existing legislation in these three Chinese-speaking areas in order to compare them. We are also going to identify both public and private institutions in charge of implementing accessibility policies and describe how they are materialised in everyday life. For example, we will analyse available products and services in official webpages, libraries, cultural events and existing apps. According to our preliminary results, besides the government's efforts to bring the United Nations' Convention into force, we have realised that private companies and, especially, voluntary groups of citizens also play an important role in the improvement of media accessibility in China, Taiwan and Hong Kong.
